General Questions

What is the deadline to submit applications?

The submission deadline has been extended to March 15, 2017. The online system will close at 5:00 pm Central Time on March 15, 2017.

When will we be notified if our application was approved for a grant?

By late-June a notification will be sent to the contact person listed on your application.

What attachments are required with the application?

The project budget and list of matching funds (secured and pending).


Eligibility Questions

Who is eligible to apply?

Municipalities, townships, counties, park districts, conservation districts and forest preserve districts within ComEd’s service territory (please see map) in the following counties: Boone, Bureau, Carroll, Cook, DeKalb, DuPage, Ford, Grundy, Henry, Iroquois, Jo Daviess, Kane, Kankakee, Kendall, Lake, LaSalle, Lee, Livingston, Marshall, McHenry, Ogle, Rock Island, Stephenson, Whiteside, Will, Winnebago and Woodford. At this time, non-profit organizations and all other units of government not mentioned above (such as schools, school districts, and housing authorities) are ineligible.

Can I apply if I applied in past years and was denied funding?

Yes.

Can I apply if I applied in past years and received funding?

Yes. Starting this year, past grantees are able to apply again for new funding. However, at the time of application they must have fully completed their outstanding grant requirements – including, but not limited to, submitting their final grant report.

Can a non-profit organization apply?

No, not at this time. Non-profit organizations are encouraged to partner with an eligible applicant on joint projects to apply for funding. Also, check back during the next grant cycle as the guidelines may change.

Can other units of government such as school districts or housing authorities apply?

No, not at this time. Other units of government (such as schools, school districts, and housing authorities) are encouraged to partner with an eligible applicant on joint projects to apply for funding. Also, check back during the next grant cycle as the guidelines may change.

Can a different applicant apply for a different piece of a project that received an award in the previous year?

Yes, there are no limits or waiting periods that apply on a “Project” basis.


Financial Questions

Who will be issued the grant check?

All communication, including notification and distribution of grant funds, will be directed to the contact person listed on your application.

Can we use the funds to pay interns?

No, interns are considered staff, who cannot be funded through this program.

Are administrative costs eligible?

No.

Is wetlands restoration eligible?

Yes, as long as they are open to the public and not affiliated with regulatory requirements.

Are environmental education activities eligible?

Yes

Are there restrictions on timing related to when you spend the match?

There are no restrictions.

Can the funds be used retroactively?

Funds cannot be used retroactively for projects that happen before the grants are awarded. Please contact greenregion@openlands.org if this conflicts with your project’s proposed timeline.


Submitting your Application

How can I submit my application?

To apply for the ComEd Green Region Program, go to http://openlands.submittable.com/submit. You will be asked to create an account to begin the submission process.

How do I create an account to submit my application online?

Go to https://manager.submittable.com/login/ to create your account.

How do I login to the online application system?

To sign in with an existing account go here: https://manager.submittable.com/login.  Enter your email address and password. If you do not remember your password, you can use the “Forgot your password?” link on the login form. Or, follow the direct link below to reset your password: https://manager.submittable.com/account/forgotpassword

Can I save my application and return to it at a later time to finish and submit?

Yes. Applications are securely saved, and only those with your log-in information (and the Green Region Administrator) can access your application. You may return to your saved application as many times as you need before you submit.

How do I check the status of my application?

You can check the status of your submission by signing in here: https://manager.submittable.com/login. If you do not remember your password, you can reset it here: https://manager.submittable.com/account/forgotpassword

What does my submission status mean?

Your application is marked with one of 3 statuses:

  • Received: Your submission has been successfully sent to the organization and is in queue.
  • In-Progress: Your submission has been received and additionally handled in some way (e.g. assigned, commented on, etc.)
  • Withdrawn: You have withdrawn your submission from consideration.

How do I withdraw my submission?

You can withdraw an active application at any time. Log into your account by going to https://manager.submittable.com/login.

  1. Choose the Submissions tab in the main navigation bar or click your user name in the upper right-hand corner of the screen and select My Submissions.
  2. Click the Withdraw link next to the title of the submission you want to withdraw.
  3. Type a Reason for withdrawal that will be received by the organization from which you’re withdrawing the submission.
  4. Click the Withdraw button. Your submission status will now be set to withdrawn.

Trouble attaching/uploading file(s) on the submission form.

The system will try to detect which method of upload will work for your browser. If you are not having any luck, please try these steps:

  1. Check if the file you’re trying to attach to the submission form is one of the types that the publisher accepts. You can find the acceptable file types listed to the right of the Select Files button.
  2. If the form still will not allow you to attach your document, click the “Trouble attaching files? Click here” link to the right of the Select Files button.
  3. The page will refresh the form and set your account to another uploading method. Try clicking the Select File button again to attach your file(s).
  4. We do our best to maintain backwards compatibility with older browser versions. However, you will always have the best experience if your browser is updated to the latest version.
  5. If you continue to have trouble, please contact help@submittable.com and describe in as much detail as possible what is happening to you. If there is an error message on the screen, please specify the message.

If I am unable to submit via the online system, can I submit my application through email?

Yes, to submit your application via email, please contact the Green Region Administrator at greenregion@openlands.org to receive pre-approval and instructions on how to submit.


Grantee Questions

What is a Receipt of Funds letter?

A receipt of funds letter simply acknowledges that the ComEd Green Region Grant was received by your public agency. The letter should be written on official letterhead, dated and reference the municipality, grant amount and project title. Sample of Receipt of Funds letter is available on the Green Region website, www.openlands.org/greenregion.

Where should I send the Receipt of Funds letter?

When do I need to submit the grant report?

Grant reports are due 2 months after the final expenditure of grant funds. All grant funds must be fully expended by 18 months from the time the grant was received.

Where can I find a copy of the grant report form?

A downloaded version is available on the Green Region website, www.openlands.org/greenregion.

What is the resolution requirement in the grant report?

All grantees must included an attachment of their resolution with their grant report, showing that elected officials have approved the project and the expenditure of funds necessary for its success. Board meeting minutes are not a substitute for a resolution. A form resolution is available for download on the Openlands website: http://www.openlands.org/greenregion
